I just recently got TCE back and i want to know what are some known issues with frame rates and how to edit the console to run smoother????? I remember something about packets? meh, its been 2 years!

cl_maxpackets 30-100 (60 is minimal for Scrim servers)
rate 25000

Honestly, unless you're machine is old, TCE should run fine on default. (other than the packets command, which varies between servers).

Yeah look in that link ^^. Some points are importants i think :

turn off detail textures (in menu)
picmip "2" + roundimagedown "5" + primitive "2"
decreasing colors can help (depends on your gfx card).

on ur gfx drivers : decrease or turn off antialiasing + anisotropic filter
