well i would try fully uninstalling any firewall (you can reinstall it easily later), you can also try to get new drivers for your graphic card.
and as mentioned before close all unnecessary processes(all except the ones windows needs) one by one to see whats causing it

Well maybe an antivirus update issue or any external software, you may have the same issue on ET 2.60b btw.

Btw Snake here is the fix with Windowblinds & Kick program/driver #71021 :

Open the WindowBlinds Configuration screen
- clic "Settings"

- clic "Change the look of a particular application"

- Select "Add per application setting"

- Select the exe for that particular application, then put a check mark in "Total Exclusion"
Ignore this application and do not skin it.

yea i read about it, thx though.
im using a different cool theme which does not require windows blinds
